We discuss how legal measures can ensure a rapid transition to new technology in Norwegian aquaculture that can meet challenges related to escape, fish welfare, salmon lice, etc.

A rapid transition to new technology is desirable for Norwegian aquaculture. But are the legal frameworks and conditions in place to give stakeholders predictability for investments in new technology and the necessary incentives to transition? Do we have sufficient knowledge about how aquaculture affects nature and fish health, and are the current regulations on area planning, location, operation, mortgages, and insurance adapted to the goal of transitioning to new technology? We take up the debate.
