One Ocean Summit 2026 – A Safe and Predicted Ocean
The ocean is the lifeblood of our planet, vital for climate stability, global trade, and biodiversity. Yet today, it faces unprecedented challenges: climate change, resource competition, and rising geopolitical tensions. Building a safe and predicted ocean means securing maritime spaces, protecting ecosystems, and fostering trust across borders, while harnessing knowledge and technology to anticipate risks and shape a sustainable future.

Moderator: Jahawi Bertolli

Session 1: A Safe Ocean
How do we secure security and resilience in our oceans amid rapid geopolitical tension, climate pressure, and increased competition over maritime resources? A safe ocean depends on strong international law, credible maritime presence, effective surveillance systems, and trust between nations. This session explores the evolving security landscape and the measures needed to prevent conflict at sea.

On stage:

  • Julian Barbiere, Global Coordinator of the Ocean Decade, heads Marine Policy and Regional Coordination at IOC-UNESCO
  • Christian Bueger, professor University of Copenhagen
  • Elisabet Babic, President CPMR North Sea Commission, Region Halland
  • Talvikki Jori, President CPMR Baltic Sea Commission, Region Southwest Finland
  • Kestutis Sadauskas, Directorate-General for Maritime Affairs & Fisheries, European Commission
  • Oliver Berdal, Head Norwegian navy
  • Ørjan Kvelvane, Senior Vice President, Operation and Maintenance in Exploration & Production, Equinor
  • Valentin Brione, One Ocean Youth Panel representative, Student International Affairs
  • Norway’s Minister of Fisheries and Ocean Policy, Marianne Sivertsen Næss
  • Fisheries Minister, Ramalingam Chandrasekar, Sri Lanka
  • Joshua Steib, One Ocean Youth panelist and German UN Youth Delegate for PreCOP26

Session 2: A Predicted Ocean
The ocean holds the key to a sustainable future, but only if we can see what’s ahead. This session discusses how advanced prediction systems and accurate forecasting can unlock clean energy solutions, strengthen food security, and support global climate action. It’s about turning foresight into action and building technology and partnerships that power a low-carbon, resilient world.

On stage:

  • Pierre Bahurel, Director general of Mercator Ocean International
  • Amber LeBlanc, One Ocan Youth panel representative
  • Tuva Flagstad-Andersen, Vice President/ Regional Manager DNV North Europe
  • Claire Jolly, Head of Ocean Economy & Space Economy (IPSO Unit), Directorate for Science, Technology and Innovation
  • Camilla Brekke, Director Norwegian Polar institute – One Ocean Decade representative

Parallel Sessions at Radisson Blu hotel:

A. Ocean Security and Geopolitics in a Changing World
Shifting geopolitical landscapes, strategic competition, and climate‑driven pressures are reshaping security at sea. This session examines maritime safety, naval presence, international law, and the mechanisms needed to prevent conflict and maintain stability in increasingly contested waters. Our aim is to highlight how cooperation, shared intelligence, and strong governance frameworks underpin a safe and predictable ocean.

Host: Royal Norwegian Naval Academy, in collaboration with PwC, the Norwegian Shipowners’ Association, and the Institute of Marine Research

B. Predicting Our Blue Future
This session focuses on foresight: how science, modelling, and advanced ocean observation systems can help us understand future ocean conditions and the blue economy. Participants will explore climate and energy scenarios, real‑time ocean models, and data‑driven forecasting tools. The purpose is to illuminate how predictive capabilities can guide decision‑making, resilience planning, and sustainable ocean use.

Host: University of Bergen, in collaboration with DNV, the Nansen Center, NORCE, the Institute of Marine Research, and the Bjerknes Centre for Climate Research

C. Clean Shipping and Ocean Innovation
This session showcases cutting‑edge solutions for zero‑emission maritime transport and ocean‑based innovation. Topics include clean maritime technologies, green fuels and infrastructure, circular models for ocean industries, and global collaboration for scaling sustainable shipping. The session emphasizes the investments, partnerships, and policies needed to accelerate the transition toward a decarbonized ocean economy.

Host: Maritime CleanTech, with international partners Washington Maritime Blue (USA), Pôle Mer Méditerranée (France), and Waterborne Transport (EU)
